In the afternoon, attendees are invited to attend brief, friendly visits to elected Arizona State Senators and Representatives across the street at the capitol. It is recommended that you contact your elected officials’ offices in advance for appointments (www.azleg.gov).

Expert Witnesses in Arizona: The Reality (Bites)
Presented by Emilie Halladay, Esq. 

Program Description
This program provides information to professionals who may be called to testify as an expert witness.  The program should provide a historical perspective of the terms and phrases used to qualify experts in Arizona. The program should also provide practice tips and information for persons who may be called to testify—from the definition of “expert,” the scope of disclosure, the direction of testimony and responses to subpoena and the practical realities of litigation.  Finally, the program should also provide practical responses to common issues for non-attorneys who have been asked to provide expert opinions.

Program Level: Introductory

Learning Objectives
1. Describe the history of expert testimony and its impact on testifying today.
2. Explain two avenues of producing substantive behavioral health knowledge as an expert witness.
3. Describe at least two pitfalls and concerns of testifying as an expert psychologist.

Bringing Regulatory Topics Into 2020 Focus
Presented by Heidi Herbst Paakkonen, MPA

Program Description
This program consists of an overview of the 2020 legislative goals of the Arizona Board of Psychologist Examiners. The presentation will focus primarily on the effort to secure continuation of the Board after June 30, 2020, and address the other statute modifications the Board is requesting. The references are to the specific Arizona statutes from which the program content is derived: the statute prescribing the termination of the Arizona Board of Psychologist Examiners (“Board”) on July 1, 2020, and those statutes enforced by the Board.

Program Level: Intermediate

Learning Objectives
1. Describe the two legislative goals of the Arizona Board of Psychologist Examiners for the 2020 session of the Fifty-fourth Legislature of the State of Arizona.  
2. List three opportunities to engage in the process of supporting the legislative goals of the Arizona Board of Psychologist Examiners for the 2020 session of the Fifty-fourth Legislature of the State of Arizona.
3. Identify two revisions being sought by the Arizona Board of Psychologist Examiners to Title 32 Chapter 19.1 of the Arizona Revised Statutes during the 2020 legislative session. NOTE: This objective is a distinct subset of Objective #1.

Arizona Medical and Mental Healthcare Professionals’ Views on Prescriptive Rights
Presented by Kristen Northup, MA, MSW and Ryan House

Program Description
The presentation will cover the history of psychologists’ prescriptive rights in the United States, with emphasis on the legislative history in Arizona. Research findings will also be presented regarding medical and mental health care professionals’ views on psychologists’ prescriptive rights from the data collected by the student presenters. Data will be summarized and the presentation will focus on medical/mental healthcare professionals reporting of current community need for additional prescribers in community mental health. Opportunities for licensed psychologists to obtain additional education and training to meet competency requirements to prescribe psychotropic medications will be discussed. Lastly, medical and mental health care professionals’ understanding or belief of potential consequences of allowing psychologists to prescribe will be discussed including medical malpractice and decreased reliance on psychotherapy.

Learning Objectives
1. Describe the history of RxP legislative attempts in AZ by identifying two or more critical dates.
2. Identify two opposing viewpoints towards RxP for psychologists from various healthcare professionals in Arizona (psychologists, psych students, medical doctors, medical students.
3. Prepare a two minute discussion piece to inform healthcare professionals and legislators of future directions of RxP for psychologists.
